BNA Land Use Meeting February 23, 2006

In attendance: bht, David, Neil, Justin, Emily, Asa

Agenda:

II. Plans -- Neighborhood, Regional, and Comprehensive

I.
Lots of neighborhoods were represented, lots of knowledgeable people Talked about different plans (see III.)
bht wants to network more with Elliot neighborhood
Debbie gave everyone packets outlining the different types of plans, which bht passed out at this meeting.

II.
City comprehensive plan is quasi-law for all development in PDX.
bht will go down to the bureau of planning and get a copy of Albina and Boise plans, we will talk more about these things at future meetings, and organize some sessions to educate ourselves on what is involved in these plans and how they affect us all.

III.
our purpose should be to report to the neighborhood association on all development activity in boise.
- isn't that supposed to just be the job of the land use co-chairs? we should include some points from the boise plan
we are a working group, not a visioning group.. visioning implies lots of talk and no action
let's focus on communication/education on any and all development

purpose statement DRAFT:

Boise Neighborhood Association Land Use Working Group Statement of Purpose

1)Provide information to neighbors regarding any and all development issues in Boise
2)Educate ourselves and our neighbors on the finer points of the Albina Community Plan
3)Facilitate dialogue between developers and residents
4)Create neighborhood access point for all city communiques and documents published regarding Boise

discussion following reading of the draft:
how do we fulfill #1?
Neil will type up notices and bht can post them on website.
david will summarize them to put into boise voice.

this draft will be regarded as a work in progress.

IV.
bht came up with a short survey to be delivered orally to residents surrounding new developments.
survey consists of:
announcement about development
details of building (location, height, type, etc.)
any reviewable items, dates of review period (if known)

questions to ask:
Do you have any questions about this project?
Do you have any feedback for the developers?
Would you be interested in attending a community meeting about this project?

contact info for the bureau of planning, developers, and neighborhood association.

a couple of residents may take a test run with the survey and then reportback to the group.
