Green Space Grant:
- Prince's $4000 grant has been applied for by Kurisu INternational
- Koichi re-capped the proposal in brief
- Justin: what feedback from neighbors re: vacating alley A: out of 10 votes, 7 in favor, 2 opposed, one unknown
- Q: the 2 "community spaces", who would manage them? A: Not Kurisu
- Justin: not clear on how Kurisu's private development necessarily reflects the community interest A: (nicole) the grant is specifically for urban GREEN space, not necessarily "community" spaces
- koichi: because the healing garden will have a water feature, they need to gate it.
- Q: has anyone thought about just planting trees with this money? A: Dont know.
- PCH has a counter-proposal they would like to put on the table to be considered
- Q: why does Kurisu need the $4000? A: They dont really, but hoped it would be possible as a sign of good faith from the Boise Neighborhood.
- Q: Is there a formal process for giving this grant? Were proposal called for? A: yes, proposals were called for, we are the formal process, more or less.
- comment: if the design was pointedly more responsive to community desires, she could be more supportive
- bht: if the $4000 is more or less symbolic, why not simply ask this body to raise their voice in support of what youre doing? A: actions speak louder than words.
- PCH Proposal: They support the Kurisu proposal, but would like to see the BNA retain the $4000 to provide for the eventuality of the vacant lot becoming a pocket park or mini-urban farm.
- Q: how would you divide the plots for the garden A: wouldnt divide the lots for production -- would be a collective space for production.
- Q: So "community garden" is a misnomer because someone will manage the harvest - comm. members cant get their own spot and grow stuff on it. A: it wouldnt be a community garden, but a garden for the community.
- Q: Concern that there might not be a long range plan in terms of how the land will be managed. Also, this plan basically says "let's wait", correct? A: Correct.
- Koichi: just tlkaed to the owner of the land and he is pretty vehemently opposed to GRANTING the lot.
- Nicole: Would PCH be able to work with Kurisu Int'l on this? A: Yes, is the grant moneys didnt cycle back around toward Kurisu's, failing shared uses.
- Koichi: not interested in expending the energy administering the grant if there's no chance of that money coming back.
- Q: How time sensitive is the Kurisu's proposal? A: They are moving forward regardless, but they can plan ahead, the more they can do fundraising and planning with the community.
- Kay: there have been several proposals over the years that werent viable.
- suggestion: could the $4000 be used to leverage PCH's suppost for vacating the alley so the underground parking can go in? A: that might be a sleazy, quid pro quo.

Q: Would $100 bean adequate show of community support? A: yes, but in the scope of the projects size, no.
- MOTION (kay): Moves to donate the entire $4000 to Kurisu. Motion Seconded.
- Dan: does $2000 to each party adequately incentivize the parties? (both parties kind of hummed and hawed).
- Dan: Can the Kurisu timeline be slowed down?
- Justin: Could the community expect returned donations from Kurisu?

- Dissenting view: the Kurisus are a private corporation who havent shown concrete plans for this supposed community benefit AND $2000 is a drop in the bucket for them and could represent a big benefit to a less empowered community group.
Drug Free Zone Discussion:
- representatitives from both sides of the argument are present to answer questions, not give presentations
- a new vote for action is not discouraged
- Options on the table: 1. Support DFZ Renewal. 2. Support DFZ renewal with ACLU amendments. 3. Only DFZs with criminal charges. 4. No DFZs 5. DFZ with auto-hearing/officer review
- Q: Why would it be desirable to have it based on conviction rather than charges? A: (woboril) it will result in fewer exclusions, you probably end up with more sccurate exclusions.
- Q: What are the stats in terms of tace of DFZ application? 85% black? A: (woboril) theres alot involved in deciding whether racial profiling is happening.
- MOTION: to postpone action until next meeting. Seconded. Motion tabled.
