BNA General Membership Meeting

Community Announcements:
* Miss St fair needs volunteers meet just before this meeting every
month
* Williams Vancouver st 11^th of May at Ayome 6pm Safety Meeting
* PSU is trying to map out green spaces please fill out survey
* Neil brings up concern about Kay stating “I will shoot any of your
kids running across Mississippi.” A friend and Neighbor was
insulted. He is giving out books about racism and asking for an
apology to Lisa Manning for statement.
Kay: I never made that statement and I never would make that statement.
* Back on April 25^th Multnoma County honored Kay Newl with the Gladis Macoy award for Volunteering.
Oregon Hunger relief task force: Program this summer needs volunteers. Its a summer food program held at schools and parks in neighborhoods. In areas where 50% or more are on reduced lunch program we provide lunch for kids through out the summer. If you want to volunteer and get to know the kids and family in the neighborhood please let her know. You will help do activities or serve food. Contact info on fliers.

Kirisus requested be on the agenda to have meeting about there project at shaver and Mississippi
4078 N Vancouver request for a lot split
Kirisus want a vote on a letter of support to be voted on at the board meeting we decided to have more time. Bylaws state that we need to have 7 days notice to have a vote.
According to John we can motion to added it to the vote.
Motion to amend the agenda to add Kirisus motion for voting on writing a letter of support for the Kirisus project.
motion add vote to agenda passes. We will add a vote to the current ballots on the Mississippi lofts project.
Safety: A lot of cops on bikes in the neighborhood are by request. Money comes from a weed and seed grant.

Pedestrian Safety
Ax Oregon to talk about grief and pedestrian safety. Share info on cross walks and law changes. If you are a pedestrian and you are run over by a bike or car you'll loose. Change in law is that if you are at a traffic signal you must stop and make sure that if you are turning they are across plus 6'. At 20miles an hour you need 64ft to stop. So please slow down.
N Mississippi Development Update: Lupin thought that with in 20 ft of a boundary you can choose either way. Emily says not true.
Randy Rapaport: He was in the neighborhood a week ago at Laughing Planet because they have wifi. He's been here many times 15 over the last year and a half. After a few hours he went to the lighting store to meet Kay Newl. In that conversation he said he wanted to speak to the BNA. He didn't talk to the Board but got put on the agenda anyway. He is here to give a status report of the Richards home wears building. 2 months ago he was in Beaverton with friend looking for fixtures for project on Devision. At a big place that you can see the stuff hands on. On the way back into town he received a phone call about making an offer on this sight on Mississippi he came to visit and decided to offer,... it was accepted. He has the land under contract. It will close in a few weeks. He wants to give status of diligence process. Looking at economics and zoning. Been to NYC in the last few months that wants to do something on this site. Doesn't know what he's planning on doing. He may build a project he may also simply lease the warehouse for a while. Or he may sell the property. Hasn't decided what he wants to do yet.

A: N
Q: If your going to develop what will it be
A: Maximize the area and floor area ratio 3 to 1 three times the sq
footage 190,000 sq ft. Mix used with underground parking. Thats what he
thinks will happen on the site weather its him or someone else. His
intuition is to do underground parking. With very dense housing on the
site as well as open spaces.

Kirisu's:
Kiniko: They own the Mississippi Ballroom and the Victorian house next
to it they are here today to present there mix use building and garden
project. Holts architect is here to describe project and here to request
a letter of support. We value your impute and support.

Both buildings are being preserved. Building one building on Mississippi there has been approval of 2/3s signatures of residence of ally. Parking underneath building 4 stories 17 condominium units. 19 parking units. Going to design and build a Japanese garden on the back half of the property open to the public.
Zoning allows a lot more development on the property, We're going to do a lot less.

Building itself is 4 stories first thing we did was brake the mass down to to separate buildings. Each side addresses the building in its own way. Major materials stucco wood and glass. Park will have the ability to close down at night but not sure about how that will work.
Green building is eliminating fuel use by 60% will treat rain water and gray water.
Q:How much are the condos going to cost
A: Market Rate
Q: What long term guarantee is that to be forever open space.
A: Right now no plans to move out. We plan to create to plan and
maintain for the life of the park. We don't know about the future. We
are committed to creating the space.

A: Smallest Unit 850-1600 sq ft
Q: Is it going to stay historic? It doesn't fit?
A: Well, thats a long answer.

A: We are keeping to buildings that are historic.
Q: Parking for public or housing?
A: Housing

A: Going to stay the same.
Q: When Shaver and Williams were transit the neighborhood was low income and used the arery to transport workers.
Q: What we are facing is what the city has zoned us as is commercial and store front. Its allowable by the city by its zoning. I'm concerned by the project and the historical aspect of the neighborhood 1880 -1950 with street cars in the middle with predominately low income housing
Q: If Kirisu is planing on doing the garden do the have interest into a
land trust that would maintain it.
A: We are looking into it but not solid yet.
Q: What does the letter of support do for you?
A: Passing application process from the city.
Vote on yes or no for BNA letter of support for the Kirisu.

Gus: Highly sustainable building in Portland, we are going for a lead goal certification. We want to create a new model for urban housing. A project that responds to the community and climate. Creating a building of units with cross ventilation with windows and balconies that attach people to the community. We are looking at green products such as gray water and treatment as well as transit oriented design. Eliminated curb cut with 12' side walks.
Historical problem: its a transition to what is the future. We are trying to look at in 3 distinct layers with business founts and pulling back the 4^th floor to pull it off the street. This project has been taken back by a full parcel or a 3^rd from original design. We have received our approval from the city. It complies with all city requirements. The design has addressed the relevant community design guide. Its a tilt up building not stick frame. Its good for the diversity of the neighborhood. They already received a letter of support from the business association.
Q: John Palmer House Owner: Misinformation: Loading zone is required to be in the loading zone in the property.. Reduction of scope has to do with original property owner not your choice. Why are you taking two street out of the street and reducing the width of Mississippi Ave?
Response saying
A: 1 about reducing size of building by 1 lot. when architects changed and neighborhood influence reduced hight. 2) loading changed by response to neighborhood to put parking in front city denied the request. 3) Side Walk city wants it to change to 12 foot. We already set it back 2 ft but Pdot wants to narrow street to slow traffic. leaves a 14ft side walk
Q: Neighbors were concerned about traffic in ally to reduce noise in for
condos, grocery is going to create a lot of traffic in the ally. Why no loading
dock?
A: City denied our request. loading off the ally is more ideal to keep
it off the st.
Q: Concern as a resident. This is going to create more traffic and make
it dangerous to ride our bikes.
A: PDOT wants to calm traffic and this is there plan for doing it.
Q: Historically this in the neighborhood has been working class how will
this project effect our cost of living.
A: I spent most of my career building affordable housing this is the
first project is Wilcox has been apart of. Most projects are in the
250,000 range. We are trying to keep it affordable. The Albina community
plan to build up on the street is a good plan for afford ability.
Q:Architect living in the neighborhood and worked with Peter: Its hard
to think about this project without plans. It seems that the project
goes to all the boarders. And this is large for the neighborhood. how
many parking spaces?
A: 23 parking spaces for res.
Q: This isn't affordable. and pushing up cost of housing in the
neighborhood is pushing out families.
A: Its not this project but a lot of the development. We don't want only
affordable housing we want to build diverse income housing. We didn't
get city funding to make affordable housing this is as affordable as we
could make it.
